14:20-15:00   Session I: Green and Clean Trade with the EU: Navigating New Regulations and Strengthening Cooperation

Session I aim to examine existing and forthcoming EU initiatives and regulations – such as CBAM, the Deforestation Regulation, Due Diligence, the Clean Industrial Initiative, and the Clean Trade and Investment Partnership (CTIP). This discussion seeks to provide context and analysis from a Swedish and a Thai perspective, focusing on the implications for export, import, and investment with and in Thailand.

While not protectionist in nature, the EU’s green and clean regulatory framework sometimes raises questions and concerns among our trading partners, making it crucial to maintain strong bilateral cooperation, transparency and open communication channels. In addition to reviewing the current state of these regulations, this session seeks to explore the following questions together with our Thai partners:

• How can Sweden and in particular The National Board of Trade support in navigating the EU’s green and clean regulatory framework going forward?
• What potential consequences and costs might these regulations entail for global supply chains in Thailand?
• What opportunities could emerge from these regulatory changes?

15:15-15:55   Session II: Introducing the Open Trade Gate Sweden and Sustainable Partnerships within the green and digital agenda, facilitating trade

Session II will focus on how the National Board of Trade can collaborate with the Thai Ministry of Commerce in strengthening sustainable partnerships that facilitate trade within the green and digital agenda:

• Supporting export promotion organizations and businesses in partner countries through Open Trade Gate Sweden (OTGS) to better understand EU market access requirements, particularly in the area of sustainability, and assisting in adapting products and services to the Swedish/European market.
• Capacity development in trade-related areas, both through broad training programs such as the Trade Academy and in bilateral collaborations. This includes trade policy analysis methods (e.g., impact assessments and economic analyses) as well as governance issues related to trade, such as consultation, coordination, and notification mechanisms in areas like TBT, SPS, and trade procedures.
• Capacity-development support that contributes to the reforms required for OECD membership.

15:55-16:35   Session III: Moving Up the Value Chain – the Role of Services and Digital Trade for Productivity Growth and Economic Integration

Session III will focus on the crucial role of trade in services and digital trade for competitiveness, facilitating integration into global value chains and moving up the value chain. By drawing on Swedish experiences, this session aims to reflect how services trade liberalization under Free Trade Agreements can enhance productivity growth.

Discussions would also seek to highlight both sides’ best practices and lesson learned in fostering servicification and digitalization. Key questions to guide the discussion include:

• What can we learn from each other in terms of fostering services and digital trade and what are the potential areas of co-operation?
• How can we work together to better understand the role of services trade flows, including digital trade, between our economies?
• What are the biggest challenges to leverage the full potential of services and digital trade in this context?

ช่วงที่ 1 ทำความเข้าใจข้อริเริ่มและกฎระเบียบในปัจจุบันและในอนาคตของสหภาพยุโรป อาทิ มาตรการปรับราคาคาร์บอนก่อนข้ามพรมแดน กฎหมายสินค้าปลอดการตัดไม้ทำลายป่า คำสั่งว่าด้วยการตรวจสอบย้อนกลับธุรกิจอย่างยั่งยืนตลอดห่วงโซ่การผลิต ข้อริเริ่มอุตสาหกรรมสะอาด และหุ้นส่วนการค้าและการลงทุนสะอาด (CTIP) การเสวนานี้มุ่งหวังที่จะให้บริบทและการวิเคราะห์จากมุมมองของชาวสวีเดนและไทย โดยเน้นที่ผลกระทบต่อการส่งออก การนำเข้า และการลงทุนกับและในไทย แม้ว่ากฎระเบียบที่เป็นมิตรต่อสิ่งแวดล้อมของสหภาพยุโรปจะมิได้มีลักษณะเป็นการคุ้มครองทางการค้า แต่บางครั้งก็ก่อให้เกิดคำถามและข้อกังวลในหมู่คู่ค้า ดังนั้น การรักษาความร่วมมือทวิภาคีที่ดี ความโปร่งใส และช่องทางการสื่อสารที่เปิดกว้างจึงทวีความสำคัญ นอกจากการทบทวนสถานะปัจจุบันของกฎระเบียบเหล่านี้แล้ว การเสวนายังมุ่งเน้นที่จะตอบคำถามต่อไปนี้ร่วมกับหน่วยงานไทย

15:15-15:55 ช่วงที่ 2: แนะนำ Open Trade Gate Sweden และความร่วมมือที่ยั่งยืนภายใต้วาระสีเขียวและดิจิทัล เพื่ออำนวยความสะดวกทางการค้า

ช่วงที่ 2 จะเน้นที่วิธีการที่คณะกรรมการการค้าแห่งชาติสวีเดนสามารถร่วมมือกับกระทรวงพาณิชย์ของไทยในการเสริมสร้างความร่วมมือที่ยั่งยืนเพื่ออำนวยความสะดวกทางการค้าภายใต้วาระสีเขียวและดิจิทัล

• ใช้ประโยชน์จาก Open Trade Gate Sweden (OTGS) ส่งเสริมหน่วยงานด้านส่งเสริมการส่งออกและธุรกิจส่งออกในประเทศคู่ค้า ให้มีความเข้าใจระเบียบข้อบังคับการเข้าถึงตลาดของสหภาพยุโรปให้ดีขึ้น โดยเฉพาะในด้านความยั่งยืน และช่วยเหลือในการปรับผลิตภัณฑ์และบริการให้เข้ากับตลาดสวีเดน/ยุโรป
• พัฒนาศักยภาพด้านการค้า ทั้งผ่านโครงการฝึกอบรมต่าง ๆ อาทิ Trade Academy และความร่วมมือทวิภาคีต่าง ๆ ซึ่งรวมถึงวิธีการวิเคราะห์นโยบายการค้า (เช่น การประเมินผลกระทบและการวิเคราะห์เศรษฐกิจ) รวมทั้งปัญหาการกำกับดูแลที่เกี่ยวข้องกับการค้า อาทิ กลไกการปรึกษาหารือ การประสานงาน และการแจ้งเตือนในด้านต่างๆ อาทิ มาตรการทางเทคนิค (Technical Barriers to Trade : TBT) มาตรการสุขอนามัยและสุขอนามัยพืช (Sanitary and Phytosanitary Measures : SPS) และขั้นตอนการค้า
• การสนับสนุนการพัฒนาศักยภาพที่ส่งเสริมการปฏิรูปที่จำเป็นสำหรับการเป็นสมาชิกองค์การเพื่อความร่วมมือทางเศรษฐกิจและการพัฒนา (The Organisation for Economic Co-operation and Development: OECD)

ช่วงที่ 3 จะเน้นที่บทบาทสำคัญของการค้าภาคบริการและการค้าดิจิทัลเพื่อสร้างความสามารถในการแข่งขัน อำนวยความสะดวกในการบูรณาการในห่วงโซ่คุณค่าของโลกและการเคลื่อนที่ขึ้นในห่วงโซ่คุณค่า โดยใช้ประสบการณ์ของสวีเดน การเสวนามุ่งจะสะท้อนว่าการเปิดเสรีด้านการค้าบริการภายใต้ความตกลงการค้าเสรีจะช่วยส่งเสริมการเติบโตของผลผลิตได้อย่างไร

นอกจากนี้ การหารือยังมุ่งเน้นที่จะเน้นถึงแนวทางปฏิบัติที่เป็นเลิศของทั้งสองฝ่ายและบทเรียนที่ได้รับในการให้ความสำคัญและมีความเชื่อมโยงกับภาคบริการ (servicification) และการเปลี่ยนผ่านสู่ระบบดิจิทัล คำถามสำคัญในการชี้นำการเสวนา ได้แก่:

• เราสามารถเรียนรู้อะไรจากกันและกันได้บ้างในแง่ของการส่งเสริมการค้าภาคบริการ การค้าดิจิทัลและความร่วมมือด้านใดที่มีศักยภาพบ้าง
• เราจะทำงานร่วมกันระหว่างสองระบบเศรษฐกิจเพื่อทำความเข้าใจบทบาทของกระแสการค้าภาคบริการ รวมถึงการค้าดิจิทัลได้อย่างไร
• ความท้าทายจากการใช้ประโยชน์จากศักยภาพทั้งหมดของการค้าภาคบริการและการค้าดิจิทัลในบริบทนี้คืออะไร
