The Swedish Migration Agency recommends that you apply for residence permits online in order to handle your case more efficiently, although it is possible to submit an application at an embassy with migration section if absolutely necessary.

The embassy in Beirut does not have a migration section.
Applications for residence permit in Sweden, including all claims that refer to asylum, immigration and protection are processed by the Swedish Migration Agency. An application for asylum shall not be submitted at a Swedish mission abroad (at an Embassy/consulate) but at one of the Migration Agency application units, or with the border police when entering Sweden. Those who are not able to come to Sweden for protection are advised to contact the UNHCR or the relevant authorities in their country of residence. Furthermore, it is not possible for the Migration Agency to grant asylum to an individual who is not present in Sweden.

Lebanese citizens, or other citizents legally residing in Lebanon (holding a valid residence permit in Lebanon) and stateless persons residing in Syria can NOT be interviewed at the Embassy of Sweden in Beirut, Lebanon. If you have submitted an online application for a residence permit, you can schedule an appointment after the Swedish Migration Agency has asked you to do so at an embassy with Migration office.
The Embassy of Sweden in Beirut does not have a Migration Office.
The Ministry for Foreign Affairs and Sweden’s Embassy in Beirut advise against non-essential travel to the districts of Batroun, Jbail, Kesroun, El Metn and central Beirut (north of Saeb Slam Avenue and Abdallah El Yafi Avenue) as well as the airport and Highway 51 between the airport and central Beirut.
The Ministry of Foreign Affairs advises against all travel to the rest of Lebanon. The advice is in effect until further notice.
Visa
Swedish citizens coming to Lebanon for tourism or family visit can obtain a one-month visa on arrival at Beirut International Airport or other port of entry. The visa is renewable for two months. The visa is free.

Official government travelers need to obtain visa in advance of their travel at the Lebanese embassy in Stockholm. For more information contact http://www.lebanonembassy.se
Please note that persons of Palestinian origin are required to obtain visa before travelling and carry additional documentation (Birth Certificate or "Person Bevis" which may be used to prove a person´s identity) with them when travelling to Lebanon. Overstaying without the proper authority is a serious matter. You may be refused permission to leave country until a fine has been paid.
Passport validity:
Must be valid for ninety days following entry, with no Israeli stamps or visas.
Swedish A4 emergency passports are not accepted for entry into Lebanon, only for exiting Lebanon after a security clearance has been granted from the Lebanese General Security.
Swedish emergency passport (pink) is recognized to enter Lebanon.
Previous travel to Israel
If your passport contains an Israeli stamp you may be refused entry to Lebanon even if you hold a valid Lebanese visa.
Passport control upon entering Lebanon
Lebanese Immigration Authorities check all visitors’ names on arrival against a database of those wanted for, or convicted of, offences in Lebanon. If a name matches against an entry on the database the individuals may be detained (or on occasion allowed entry upon surrender of their passport) until they can prove that the record does not relate to them. It’s often possible to prove personal details by presenting a copy of a birth certificate or other official documentation that allows parents’ names to be checked against the database. You should consider carrying this kind of supporting documentation when you travel to Lebanon.
When a document is needed abroad it must often be legalized.
WHAT IS LEGALIZATION?
Legalization is a confirmation that the signature on a document is genuine. The actual legalization process consists of a stamp and a signature. Legalization does not have anything to do with the contents of a document.
The Embassy of Sweden in Beirut can only legalize the following documents:
- An original document or a true copy, if the original is not available, with signature by the Swedish Ministry of Foreign Affairs or by the competent Lebanese authorities. The document has to be translated into English by a sworn translator.
- Personal certificate stamped by the Tax Office in Sweden and with signature by the Swedish Ministry of Foreign Affairs.

FEES
The Embassy charges a fee of 20 USD for each legalization. Payments are to be done in USD.
DELIVERY OF DOCUMENTS FOR LEGALIZATION
Legalized documents can be picked up at the Embassy the day after submission. Visits at the Embassy will be accepted only upon appointment.
The Embassy can only require a coordination number, quivalent to a “personnummer” for children born abroad, for a child in connection to a passport application.
When you are about to travel, you can contact the embassy for an appointment in order to require a coordination number for your child and apply for an emergency passport by sending an e-mail to ambassaden.beirut@gov.se
For children under 18 years both parents must sign a consent, before a passport can be issued.
Please note that the coordination number for a child born outside Sweden can be kept only for six months if the passport application has not been submitted during this period of time.
In order to apply for an emergency passport, you must request an appointment at least 10 days prior to your travel by sending an email to ambassaden.beirut@gov.se
Please note that the embassy in Beirut do not issue ordinary passports. The embassy can only issue an non-biometric A4 emergency passport which is valid for one single journey to Sweden. Validity covers only the single trip as of a valid ticket. You can apply for an ordinary passport and ID card at the police authority in Sweden, and at a Swedish missions abroad that has a passport expedition. Issued passports or identity cards can be collected at the embassy in Beirut when ready. The embassy charges a fee correlative of 200 SEK, to be paid cash in USD according to the current exchange rate, for each delivery of passport/ID card.
Requirements for emergency passport application:

3) Expired Swedish passport, or if the passport has been lost or stolen a copy of the police report and the 'Report of lost passport' The lost/stolen passport will be rendered invalid by the embassy.
4) Valid identification (e.g. Swedish ID), more information about approved forms of identification you can find on www.polisen.se
5) Personbevis issued within the last 30 days.
6) Verification of Swedish citizenship, you are obliged to prove your Swedish citizenship each time you apply for your passport. For more information about Swedish citizenship please check the www.migrationsverket.se
7) A fee of 1 800 Swedish crowns (SEK). This fee shall be paid cash in US dollars (USD) according to the current exchange rate.

For children under the age of 18 the following additional documents are required:

10) The custody holder's consent form should be filled in and to be signed by both parents at the Embassy.
11) If the child has only one guardian, we need to see proof of sole custody.
12) If the child was born abroad, a birth certificate stating the names of both parents must be submitted
