National Program Officer, Peaceful and Inclusive Societies

The Swedish Embassy in Addis Ababa is responsible for Sweden's relations with Ethiopia, Djibouti, South Sudan. IGAD and the African Union (AU). Moreover, the Embassy manages both the Swedish bilateral development cooperation program with Ethiopia and the regional development cooperation program in Africa.

Sweden’s work in development co-operation in Ethiopia

Sweden’s bilateral development cooperation with Ethiopia aims to improve opportunities for people living in poverty to contribute to and benefit from economic and democratic development. Environment & climate change, democracy, human rights and gender equality, inclusive economic development and inclusive peaceful societies are the main cooperation areas during the current strategy period (2022-2026).

The advertised position will entail managing a portfolio and network of partners in peace building and conflict resolution. The Program Officer shall contribute to portfolio development and manage programs and policy dialogue related to peaceful and inclusive societies where the national processes on transitional justice, DDR and the national dialogue are in focus the coming years. The Program Officer is expected to be a resource within his/her area of expertise and liaise with all relevant actors in line with the Aid Effectiveness Agenda.

RESPONSIBILITIES/JOB DESCRIPTION

Main Duties

Under the direct supervision of the Head of Development Cooperation, you will:

  • Manage, support and contribute to the identification, formulation and appraisal of new programs in the areas of peaceful and inclusive societies.
  • Manage, support and follow-up on program implementation including compliance with financial, program and reporting requirements.
  • Manage and follow-up contributions including on-site follow-up visits to partner activities throughout the country with a specific focus on peaceful and inclusive societies.
  • Contribute to a constructive dialogue and liaise with stakeholders such as government, civil society, European Union and other donors and private sector.
  • Ensure an integration of relevant perspectives (poverty alleviation, human rights, gender equality, and environment) into your thematic area and work with colleagues in the team to try to strengthen the synergies between the country strategy’s areas of cooperation.
  • Ensure that rules and procedures are followed in the management of contributions including fulfillment of the administrative requirements.
  • Contribute to the external communication of the Embassy.
  • Provide technical support to the partners in result-based planning, monitoring, and reporting.
  • Participate on different national platforms and forums to contribute to the area of peaceful and inclusive societies.
  • Contribute to the Embassy’s internal analysis on peace and conflict in Ethiopia, and contribute to the Embassy’s reporting to MFA on the topic
  • Provide any other support as requested by the Head of Section and/or the Ambassador.

QUALIFICATIONS AND WORK EXPERIENCES

Required qualifications:

  • At least a master’s degree in an area relevant for the position.
  • Excellent oral and written proficiency in English, as well as verbal communication skills.
  • Extensive experience of working with computer programs, applications, and systems.

Required work experience: 

  • At least 3 years’ experience working with the thematic area
  • Have experience from working at an embassy and/or donor partner, or an implementing organization
  • In addition, the candidate is expected to:
    • Be pro-active, problem-solving, analytical, and open to learn;
    • Be results orientated.
    • Have a good understanding of gender, conflict sensitivity and a human rights-based approach;
    • Drive a culture of teamwork
