Sweden & Cambodia

Development Cooperation

Sweden's assistance to Cambodia began with humanitarian efforts. Sweden was one of the first countries to provide humanitarian support to Cambodia after the fall of the Khmer Rouge in 1979. Long-term development cooperation commenced in the 1990s.

On June 11, 2020, the government decided to focus bilateral development cooperation with Cambodia and phase out Sweden's support for the education sector, decentralization, and environment and climate.

The bilateral country window within the regional strategy for development cooperation with Asia and the Pacific allowed for continued direct support to non-state actors in Cambodia in the areas of human rights, democracy, and the rule of law. In December 2021, the Embassy in Cambodia was converted into a Section Office under the Embassy in Bangkok.

On December 22, 2023, the government decided to phase out bilateral development cooperation with Cambodia effective December 31, 2024. It was also decided that the Section Office in Phnom Penh would be closed, which occurred on September 30, 2024.

The Embassy in Bangkok continues to represent Sweden in Cambodia, and the regional strategy for development cooperation with Asia and the Pacific 2021–2026 will still encompass Cambodia, through initiatives from a regional perspective.
